Frost Hydra

Frost Hydra is a rune effect in Hydra, an Offensive Wizard skill that summons a triad of dragon heads to spit elemental attacks at nearby enemies.
This rune effect creates a Frost Hydra that breathes short range frost attacks which deal 30% weapon damage to all enemies in the cone of effect.
