Flash Fire is a rune effect in Firebomb, is a Physical Realm Witch Doctor skill.

This rune effect changed the Fire Bomb to a chain hitting effect. Instead of bursting with a big splash, the projectile bounces between up to six additional targets, dealing damage to each of them at a slightly reduced level.

This basically changes the skill to a Chain Lightning sort of effect, dealing guaranteed fire damage to multiple targets in close proximity, rather than creating a large AoE splash that may or may not hit multiple enemies. The damage is much lowered to any single target with this rune though, so it must be used wisely, ideally against large groups of enemies.

Prior to the skill revision in February 2012, this rune effect was enabled by the Alabaster Rune, granting the following effect with a level 7 runestone:
