Fire at Will is a rune effect in Multishot, a Hatred-spending Demon Hunter skill.
Multishot is very useful for hitting large groups of enemies, as every single monster in that direction will be hit (but just once). The arrows will even hit monsters on the other side of dungeon walls (but not over Waller walls), making this very useful in dungeons with a lot of small rooms, such as the Keep in Act Three. The arrows travel very quickly, moving through everything and vanishing in just a blink; much faster than most other projectile arrow attacks, such as Ball Lightning or Cluster Arrow.
The downside to Multishot fairly limited range (monsters at the top of the screen are out of range) and a high Hatred cost.
This rune effect lowers the Hatred cost from 30 to 15 Hatred, and is the most popular rune effect in this skill.
Most rune effects that only lower the resource cost aren't that great, but since the base skill Multishot is very powerful, and is mostly limited by the very high Hatred cost, this is quite an effective rune effect.
Even with the price cut to 15 Hatred, most players who use Multishot: Fire at Will as their main attack also use Bat Companion for faster Hatred regeneration. The Vengeance passive is another popular choice.

The Patch 1.0.4 lowered the Hatred cost from 40 to 30, and this rune effect from 20 to 15.
Prior to the skill revision in February 2012, this rune effect was enabled by the Golden Rune, granting the following effect with a level 7 runestone:
