Golden Scourge is a crafted legendary Flail that can only be created in Reaper of Souls. This item requires a Hilt of the Silver Wolf, one of the legendary materials for each item crafted.

To create this item, find the Plan: Golden Scourge, which can be randomly dropped randomly by any level 70 target, and teach the plan to the Blacksmith. Once learned by the smith, any character on your account can make as many of these as you can afford to create, though only the Crusader can equip it.


Golden Scourge stats

This weapon boosts damage with all Holy skills, and has a special legendary property, boosting the number of targets struck by the Smite skill. (All rune effects of Smite deal Holy damage.) This weapon is of obvious use to Crusaders who incorporate Smite into their build, and like all legendary items this Flail roll with bigger numbers than Rare weapons.

Crafting

Once a player finds the randomly-dropped plan and teaches it to the Blacksmith, the item can be created by any character on that account. This item always has a lvl 70 requirement, no matter what level character crafts it. The Smart Loot system means that this item will usually roll with a mainstat and/or +skill damage bonus appropriate to the class of the character that creates it.

Legendary Material

The required legendary material, Hilt of the Silver Wolf, which drops only from Unique (purple) Fallen Hounds. These are found in Act One and Act Two, but not in Unique packs. These are found only in Act Three, and are not commonly-seen as bounties there, making them fairly challenging to farm.

Legendary materials drop more often on higher difficulty levels. Their drop rate was tripled in Patch 2.0.4 shortly after Reaper of Souls' release, making them all much easier to find. The figures are the percent chance the legendary material (or Deaths Breath will be dropped by a valid source. All legendary materials except Adventurer's Journals and Griswold's Scribblings can only be dropped by Unique (purple) bosses of a certain type. See the legendary materials article for full details.
