There are two parts of The Desert Aqueducts found in the aqueducts below the Dahlgur Oasis in Act II. You are not required to be on any particular quest but you will encounter the journals when you are on the quests indicated.


Only one of your characters needs to find the journal for you to be credited with it.

1 The Caldeum aqueducts were created by order of the trade consortium council after the Dahlgur Oasis was discovered three centuries ago. Though Caldeum had been prosperous for many years, a reliable source of water allowed the city to grow even further. Luxurious public fountains were built to provide safe drinking water for everyone. -- Abd al-Hazir Blood and Sand
