[[Atrophy]] is a crafted [[legendary wand]] that can only be created in Reaper of Souls. This After Patch 2.0.6 this item no longer requires a [[Phial of Weakness]], one of the or any other [[legendary materialsmaterial]] for each wand craftedto craft.
To create this item, find the [[Plan: Atrophy]], which can be randomly dropped randomly by any level 70 target, and teach the plan to the [[Blacksmith]]. Once learned by the smith, any character on your account can make as many of these as you can afford to create, though only the Wizard can equip it.

The required legendary material, [[Phial of Weakness]] is dropped only by Unique (purple) [[Herald of Pestilence|Heralds of Pestilence]]. Commonly called "ticklers," they are found in Act , and attack by sending one hand into the ground, with the fingers emerging some distance away and dealing poison damage. [[Blighter]] the [[Rift Guardian]] is a monster of this type, but he can not drop the legendary material.
