I'm fairly certain this is just a random name attatched to any champion mob; I just encountered it as a fallen in A2. Also, he was only paired with three other standard fallen, so he definitely doesn't spawn with nine other mobs.

It seems most people who have killed him also report that he always will drop "The Clipper", however he didn't drop it for me.
