Skill Rune Effects
The runes for Poison Dart were discussed at 2010. Wyatt Cheng narrated a short video of them in action:

The Witch Doctor's new skill called Poison Dart and that kind of fit with the Power Rune before but then we changed the skill so we had another version that would make it a rapid-fire skill and then it worked really well with Multistrike but then we had this wacky idea of the Witch Doctor being able to shoot a live snake that would attach itself to monster's faces and stun them. Where does that fit? It doesn't fit anywhere so we just changed the names of the runes then we can come up with as many kinds of wacky ideas as we want.

With that said, the rune effects for poison dart are as follows:

* Crimson: Send a fire dart on target
* Obsidian: Slow enemies.
* Alabaster: Throw a living snake on target to stun it.
* Indigo: Fire darts very rapidly
** Rank 1/7
***Shoots 2 Poison Darts
** Rank 2/7
***Shoots 4 Poison Darts
* Golden: Mana recovery.

Development
Poison Dart was revealed as a Witch Doctor skill in early August, 2010. It came from a forum post by D3 CM Bashiok, on August 4, 2010. A fan proposed a dart gun weapon for the Witch Doctor, and got more than he bargained for in the reply.

::A blowgun that you can buy different kinds of darts and also have different blowgun skills like a rapid shot and critical shot.

::Bashiok: Wow, pretty good guess. We have a new witch doctor skill called Poison Dart. Pretty much this.

Poison Dart was added to the game after the three-skill tree arrangement was removed, so it was never officially assigned to a skill tree, but it would clearly have been in the Voodoo Skill Tree if it had been, along with all the other spell-like Witch Doctor direct attacks.
It was first seen in Blizzcon 2010 and skill runes were also shown at this moment.

Next up let's look at Plague of Toads on the Witch Doctor . The Crimson Rune makes all of your frogs on fire and then something a little more gameplay oriented, you've got mana reduction (Golden rune) so you can have a lot more frogs and then Alabaster rune will blind monsters which gives you some crowd control ability and then we change the skill completely and make a toad blizzard (Indigo rune) then finally we wanted to have a giant toad (Obsidian rune) but what's he going to do? He's going to eat monsters and he digests them but he doesn't digest the loot.

The Witch Doctor sends forth toads that hop into enemies, exploding in an acidic blast.

Skill Design
A good skill to cast and forget, switching to other skills to finish off enemies that might have survived. The toads start hopping towards random enemies and explode when they make contact with them. Also, the toad's carcasses deal damage to enemies who stand on them. It works very well against the Dune Dervish, because the toads cannot be reflected back by the dervish's Whirlwind.

Skill Rune Effects
The runes for Plague of Toads were discussed at 2010. Wyatt Cheng narrated a short video of them in action:

Next up let's look at Plague of Toads on the Witch Doctor . The Crimson Rune makes all of your frogs on fire and then something a little more gameplay oriented, you've got mana reduction (Golden rune) so you can have a lot more frogs and then Alabaster rune will blind monsters which gives you some crowd control ability and then we change the skill completely and make a toad blizzard (Indigo rune) then finally we wanted to have a giant toad (Obsidian rune) but what's he going to do? He's going to eat monsters and he digests them but he doesn't digest the loot.

With that said, the rune effects for plague of toads are as follows:

* Crimson: Flaming toads for fire damage.
* Obsidian: Large Frog, fairly large, eats enemies.
* Alabaster: Blind monsters.
* Indigo: Rain of Frogs, spell changes to instead rain frogs onto the enemies, seems to be single target.
* Golden: Reduced cost.

Development
Plague of Toads was seen in every Diablo 3 game demo to date, and was moved and visually changed, judging from the latest demo. The old Plague of Toads was in the Plague Skill Tree (which itself, was renamed to Zombie Skill Tree), and the toads were a green/grey-ish color.
