The Old Fisherman's Cellar appears in the Dahlgur Oasis in Act II. It's a very small dungeon and its configuration is always the same.
There isn't a great deal down here apart from a rare Deceiver. However the cellar is necessary to visit in order to get the Nooks and Crannies achievement.

Waypoint
Waypoints are special plates on the ground that form a network of jump points allowing players to instantly teleport between them. The nearest waypoint for Old Fisherman's Cellar appears in the Dahlgur Oasis or the Path to the Oasis which sits right at the bottom of the Oasis.
